What's happening

This bill expands the definition of "immediate family" for certain environmental licenses and permits, removing the requirement that relatives live in the same household.

Why it matters

  1. The bill allows a broader range of relatives to inherit or receive environmental licenses or permits. (such as those for fishing, shellfishing, or hunting) after the original holder’s death, as long as they are related by blood, marriage, or adoption—no longer requiring that they live in the same household.

  2. This change could help families maintain longstanding commercial or recreational activities. tied to these permits (e.g., family fishing businesses or shellfish harvesting operations), even if adult children, siblings, or other relatives have moved out of the original household.

  3. By removing the “domicile” requirement, the bill increases flexibility and reduces bureaucratic barriers. for families trying to keep permits within the family, potentially preserving local traditions, livelihoods, and continuity in environmental stewardship.
