What's happening
This bill creates a commercial fishing jobs development program and establishes a commercial fishing industry advocate in New York State.
Why it matters
Supports small, family-owned businesses. By creating targeted development programs and an industry advocate, the bill aims to help local commercial fishing businesses navigate regulations, access resources, and remain viable in a challenging market, potentially protecting jobs in coastal communities.
Promotes sustainable industry growth. The new program is explicitly tasked with balancing economic development with environmental sustainability, ensuring that job creation and industry expansion do not compromise the long-term health of fisheries and their habitats.
Improves coordination and advocacy. The commercial fishing advocate will act as a liaison among industry members, government agencies, and policymakers, streamlining communication, identifying regulatory barriers, and fostering intergovernmental cooperation that could make it easier for the industry to adapt and thrive.
Increases consumer and public awareness. By encouraging projects and outreach to highlight the economic, cultural, and environmental value of New York’s commercial fishing sector, the bill seeks to grow market demand for local seafood and related products, which can benefit both producers and local economies.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:
Section 1. Legislative findings and intent. The legislature finds and determines that the state's commercial fishing industry consists of hundreds of small family-owned businesses across the state that collectively play a key role in the continuing economic growth and vitality of the state. The legislature further finds that the commercial fishing industry presents economic development opportunities that could promote growth thereby enhancing the well-being of these small business employers and employees in fish processing, retail markets, restaurants, and other commercial fishing related businesses, as well as promoting the economic well-being of fishing families throughout the state through job creation and job retention. The commercial fishing industry needs assistance to promote the interests of the small businesses in this industry and to help navigate the federal and state regulatory requirements that oversee the industry.
