What's happening

This bill designates a portion of State Route 17 in Hillburn, Rockland County, as the "Justice Thurgood Marshall memorial highway."

Why it matters

  1. Honoring a Civil Rights Icon. Naming this section of highway after Justice Thurgood Marshall recognizes his historic legacy as the first Black Supreme Court Justice and his pivotal role in the civil rights movement, notably his work challenging school segregation.

  2. Local Historical Significance. The choice of Hillburn, Rockland County, is meaningful because Marshall was directly involved in a notable 1943 case there, fighting for school desegregation—a key moment in his career and in New York’s civil rights history.

  3. Ceremonial Recognition Without Disruption. The bill specifies the designation is ceremonial and does not change the official name of the highway, ensuring local businesses, mapping, and transportation systems are not affected, while still providing a visible public tribute.

  4. Promoting Public Awareness. By installing signs with Marshall’s name, the bill creates everyday opportunities for residents and travelers to learn about and reflect on the ongoing impact of civil rights leaders, potentially inspiring further dialogue and education.
