What's happening
This bill designates part of State Route 17 in Hillburn, Rockland County as the "Justice Thurgood Marshall memorial highway."
Why it matters
Honors Civil Rights Legacy. Naming the highway after Justice Thurgood Marshall recognizes his historic contributions to civil rights and justice, serving as a visible reminder of his impact, especially in a region with its own history of segregation and desegregation.
Local Historical Significance. Hillburn, NY, was the site of a notable 1943 school desegregation case where Thurgood Marshall successfully fought for Black children’s right to equal education, adding deep local resonance to the designation.
Ceremonial Recognition Without Practical Change. The bill specifies this is a ceremonial designation, so it will not alter addresses, maps, or legal documents, thus minimizing disruption for residents and businesses while still providing public recognition.
Educational Opportunity. The signage and designation may prompt public interest and education about Thurgood Marshall’s legacy, offering a tangible way for the community to engage with history and civil rights issues.
