What's happening

This bill expands the prohibition on "canned shoots" of non-native big game mammals, broadening what counts as a fee and closing loopholes on confined hunting.

Why it matters

  1. Closes payment loopholes. By expanding the definition of "fee" to include payments for room, board, meals, lodging, or any other goods or services, the bill prevents operators from evading the law by charging for amenities instead of directly charging for hunting.

  2. Broadens the definition of confined hunting. The bill removes the specific size limit (ten or less contiguous acres) and now prohibits confined hunts in any fenced or otherwise escape-proof area, making it harder to justify "canned shoots" by citing larger enclosures.

  3. Strengthens animal welfare protections. By tightening these restrictions, the bill aims to further discourage the practice of hunting non-native big game mammals in artificial, inescapable settings, addressing ethical concerns about fair chase and humane treatment.

  4. Increases enforceability. The clarified language helps enforcement agencies more easily identify and prosecute illegal canned shoots, reducing ambiguity and closing previous regulatory gaps.
