What's happening
This bill requires all New York state agencies to clearly label job postings that are eligible under the 55-c program.
Why it matters
Expanding Awareness and Access. By requiring agencies to clearly label 55-c eligible jobs, the bill could help more qualified individuals with disabilities become aware of these opportunities, potentially increasing their representation in state employment.
Reducing Barriers to Application. Explicit labeling reduces confusion about eligibility and may encourage more applicants who qualify under the 55-c program to apply, fostering a more inclusive hiring process.
Improving Agency Accountability. Mandating this transparency helps ensure agencies consistently recognize and promote positions available under diversity and inclusion initiatives, making it easier to track compliance and effectiveness of the 55-c program.

Title of bill
An act to amend the civil service law, in relation to 55-c programs
Purpose
The purpose of this bill is to require that employers prominently display that a job is 55-c eligible on such job postings, which are intended to employ disabled veterans.
Summary of provisions
Section 1. of this bill amends section 55-c of the civil service law to add subsection three, which requires employers to prominently display "55-c Eligible" on job postings for 55-c eligible positions
Section 2. is the enacting clause.
Justification
In February 2016, the NYS Senate Committee on Veterans, Homeland Securi- ty and Military Affairs held a Round Table event to focus on Veteran Employment Opportunities. During the event, it was disclosed that the 55-C program, which allows state agencies to set aside certain state positions which are to be filled by disabled veterans, was not being fully utilized.
Current law allows up to 500 positions to be set aside, but employers are not currently required to publicly post whether a job is 55-c eligi- ble. This bill will ensure that the program is fully utilized as intended and that disabled veterans seeking employment know of the opportunities available to them.
Fiscal implications
None
Effective date
This act shall take effect immediately after it shall have become law.
