What's happening
This bill creates a rebate program for New Yorkers buying electric bikes or scooters, covering up to 50% of the purchase price.
Why it matters
Promotes safer and higher-quality electric bikes and scooters. By restricting rebates to products that meet certified battery safety standards and clear labeling, the bill aims to reduce risks of battery fires and ensure buyers get devices that meet recognized safety benchmarks.
Targets affordability and accessibility. Covering up to 50% of the purchase price (up to $1,100) could make electric bikes and scooters accessible to a broader range of New Yorkers, including those who may not otherwise afford these low-emission transportation options.
Drives data collection and transparency. The law requires systematic reporting and public updates on program funding, rebate distribution, and economic impacts, supporting accountability and informed future policy decisions.
Potentially encourages greener urban mobility. By incentivizing the switch to electric two-wheelers, the bill could help reduce car trips, cut emissions, and ease traffic congestion, especially in cities where last-mile transportation is a challenge.
