What's happening
This bill creates a "ride clean rebate program" in New York, offering up to $1,100 rebates for electric bicycles and scooters.
Why it matters
Expands access to clean transportation. By offering significant rebates for e-bikes and electric scooters, the bill aims to make these low-emission alternatives more affordable for a wider range of New Yorkers, potentially reducing transportation-related greenhouse gas emissions and air pollution.
Promotes battery safety and product standards. Eligibility for rebates is tied to battery certification by accredited testing labs, aimed at reducing fire risks and ensuring that only safe, quality electric bikes and scooters are incentivized.
Emphasizes transparency and accountability. The program requires annual public reporting on funding, the number and geographic spread of rebates, and other relevant data, helping policymakers and the public track the program’s effectiveness and reach.
Potential to support local economies. By encouraging purchases of certified e-bikes and scooters, the rebate could help boost related retail sectors and support green job growth, while collecting economic impact data to inform future transportation and environmental policy.

Title of bill
An act to amend the public authorities law, in relation to directing the New York state energy research and development authority to establish a ride clean rebate program
Purpose or general idea of bill
Directs NYSERDA to establish a ride clean rebate program to encourage the use of electric bikes and scooters across New York State.
Summary of provisions
Section 1 adds a new section 1885 to the public authorities law and directs the New York State Research and Development Authority (NYSERDA) to develop a ride clean rebate program to allow class one, class two, and class three bicycles with electric assists and electric scooters to be eligible for a 50% rebate up to $1,100 USD. Eligible bikes must be certified by an accredited testing laboratory for compliance with safe battery standards. NYSERDA is required to submit a report annually to the Legislature on the status of the program.
Section 2 sets the effective date as immediately but provides for one- year from this date for NYSERDA to promulgate rules and prepare for implementation.
Justification
E-bikes and electric cars are part of the low carbon mobility future. Given that seventy-five percent of auto trips and fifty-five percent of transit trips in NYC are under five miles, this rebate would encourage more New Yorkers to purchase and utilize e-bikes for trips under five- miles removing congestion, and harmful emissions from our roads and air. This would also be a stimulus to new entrepreneurship as electric bicy- cles are an emerging industry in New York State.
Environmental justice impact
This legislation would help to mitigate the impacts of climate change by reducing carbon emissions, overall traffic and congestion, and encourag- ing a shift to renewable modes of transportation.
