What's happening
This bill repeals provisions of New York law that allow the delivery of natural gas not purchased from the delivering utility.
Why it matters
Eliminating retail "wheeling" of natural gas removes a system that allowed customers to buy gas from third-party suppliers and have it delivered by their local utility. This could reduce consumer choice and competition in natural gas purchasing.
The repeal could strengthen the role and market power of local utility companies, as they would become the sole providers of both delivery and supply, potentially affecting gas pricing and contractual flexibility for consumers.
This change might impact small businesses and large institutional consumers (such as schools or hospitals) that previously benefited from negotiating lower rates or specialized contracts with non-utility gas suppliers.
By consolidating natural gas delivery and supply with utilities, the bill could have implications for state energy policy goals, such as reliability, grid management, and possibly efforts to transition away from fossil fuels, depending on how utility incentives and oversight are adjusted.
