What's happening

This bill requires farm labor contractors in New York to provide certified copies of payroll records to the labor commissioner.

Why it matters

  1. Enhances oversight of farm labor contractors. by ensuring the state labor commissioner receives certified payroll records, which could help identify wage theft, misclassification, or other labor violations targeting farmworkers.

  2. Empowers regulatory enforcement. by giving the commissioner discretion to determine the format, timing, and content of required payroll submissions, allowing rules to adapt as needed to changing labor practices or technology.

  3. Could increase administrative responsibilities. for farm labor contractors, who must now maintain accurate records and comply with new reporting requirements, potentially raising costs or necessitating changes to their business operations.
