What's happening
This bill prohibits pet dealers from selling unweaned birds unless specific disclosures, training, and monitoring requirements are met.
Why it matters
Protects young birds from improper care. by ensuring that unweaned birds are not sold unless buyers are informed of their special needs and are either trained or already knowledgeable about hand-feeding techniques, reducing risks of malnutrition or death.
Requires ongoing monitoring for bird welfare. by mandating that buyers bring unweaned birds back to the pet dealer weekly for inspection and weighing, which helps ensure the bird’s healthy development until it is fully weaned.
Adds transparency and accountability. through written disclosures and documentation, so buyers are fully aware of the bird’s status and pet dealers must keep records of the bird’s weight and care, making it easier to track compliance and bird health.
Creates a legal definition of “weaned” and “hand-feeding,”. clarifying expectations for both buyers and sellers and closing potential loopholes in bird sales, which could lead to higher standards in pet retail practices.
