What's happening
This bill creates a program to certify animal feed, animals, and food products as free from added animal parts, establishing related registration and a dedicated fund.
Why it matters
Enables consumer and business choice. By creating a voluntary certification for animal feed and food products that are free from added animal parts, the bill allows farmers, sellers, and manufacturers to distinguish their products in the marketplace, potentially appealing to vegetarians, vegans, certain religious groups, or consumers concerned about animal byproducts in the food chain.
Establishes transparency and traceability. Certified products must be clearly labeled and trace their origins to registered feed mills, potentially increasing consumer trust and confidence in food labeling and supply chain integrity.
Creates new regulatory and inspection framework. The program requires participating feed manufacturers, including those outside New York, to register, keep records, and undergo inspections—possibly increasing oversight and accountability in the animal feed and food production industries.
Self-funding mechanism. The costs for certification, inspection, and related services are to be covered by the applicants, and a dedicated fund is established to ensure the program is financially sustainable without drawing on general taxpayer funds.
