What's happening
This bill makes permanent the law allowing boards of cooperative educational services to provide services to out-of-state school districts.
Why it matters
Expands educational opportunities and resources. By allowing Boards of Cooperative Educational Services (BOCES) to provide services to out-of-state school districts permanently, the bill enables more schools—both in New York and neighboring states—to access specialized educational programs, professional development, and shared services.
Could foster regional collaboration and innovation. The permanent authorization may encourage partnerships between New York and out-of-state districts, potentially leading to collaborative programs, resource sharing, and innovative educational approaches that cross state lines.
May generate additional revenue for New York BOCES. By serving out-of-state districts, New York’s BOCES can bring in new funding streams, which could be reinvested in local programs, staff development, or expanded services for both in-state and out-of-state students.
Signals a long-term policy commitment. Making this provision permanent removes uncertainty for school districts considering partnerships with BOCES, making it easier to plan multi-year programs and investments, which can contribute to stability and the sustained success of educational initiatives.
