What's happening
This bill makes permanent the law allowing boards of cooperative educational services to provide services to out-of-state school districts.
Why it matters
Ensures long-term stability for out-of-state school districts. that rely on New York’s Boards of Cooperative Educational Services (BOCES) for specialized educational programs or services not available in their own states.
May encourage greater collaboration and resource-sharing between New York and neighboring states,. potentially leading to more efficient use of educational resources and expanded program offerings.
Could generate additional revenue streams for New York’s BOCES,. which may help support and sustain their existing programs for New York students without increasing local taxes.
Eliminates uncertainty for both BOCES and out-of-state districts. by removing the expiration date, allowing for more strategic planning and smoother long-term partnerships.

Title of bill
An act to amend chapter 396 of the laws of 2012, amending the education law relating to services to out-of-state school districts by boards of cooperative educational services, in relation to making the provisions thereof permanent
Purpose
This legislation makes permanent the ability of Boards of Cooperative Educational Services (BOCES) to sell programs and services to out-of- state school districts.
Summary of specific provisions
Section one of the bill removes the repeal date to make permanent the provisions established pursuant to Chapter 396 of the laws of 2012.
Section two establishes the effective date.
Justification
BOCES are innovators in the development and delivery of highly success- ful curricula. By removing the sunset date that authorizes BOCES to enter into contracts with out-of-state school districts, we are provid- ing BOCES the opportunity to continue to generate additional revenue, which ultimately benefits their component school districts and the students they serve.
