What's happening
This bill allows New York authorities to award a limited percentage of contracts to small and minority/women-owned businesses.
Why it matters
Creates a formal process for New York authorities to set aside a small share of contracts (1-2% of total contract value) for small businesses and certified minority/women-owned businesses, which could increase their participation in state procurement.
Mandates a competitive process with specific benchmarks and annual effectiveness assessments, aiming to ensure that these awards are fair, transparent, and actually help achieve diversity and inclusion goals.
Requires public reporting to state leaders (governor and legislative heads), which could increase accountability and shine a light on whether the program delivers real opportunities to targeted businesses.
Limits the proportion of contracts available under the program, balancing support for small and minority/women-owned businesses with continued access for larger or non-certified firms, potentially easing concerns about disruption to existing procurement practices.
