What's happening
This bill freezes water and sewer rates for New York City seniors and disabled homeowners with property tax exemptions, shifting lost revenue to other customers.
Why it matters
Helps fixed-income seniors and disabled homeowners by capping water and sewer rate increases. , making it easier for them to predict and manage monthly expenses as other living costs rise.
Links the rate freeze to existing property tax exemptions. , so only those already recognized as financially vulnerable by the city (through the senior or disabled person tax exemption programs) qualify, targeting relief to those most in need.
Shifts the financial burden of the rate freeze onto other customers. , which could mean higher bills for renters, businesses, and non-exempt homeowners, potentially raising concerns about fairness or economic impact across the broader community.
Establishes a permanent mechanism for adjusting rates for these groups. , ensuring that as long as individuals retain their property tax exemption status, their water/sewer rate discount is preserved and updated automatically if their exemption changes.
