What's happening

This bill amends the definition of "pet dealer" to include more breeders by removing the exemption for small-scale breeders selling fewer than 25 animals per year.

Why it matters

  1. Expands regulatory oversight. by including small-scale breeders (those selling fewer than 25 animals/year) under the "pet dealer" definition, subjecting them to the same licensing, inspection, and record-keeping requirements as larger breeders.

  2. Aims to improve animal welfare. by ensuring more breeders are accountable to state standards regarding the care, housing, and sale of animals, potentially reducing instances of neglect or substandard breeding practices.

  3. May increase costs and administrative burdens. for small breeders, who will now need to comply with regulations previously aimed at larger commercial operations, possibly affecting their ability to operate or increasing the price of pets.

  4. Narrows existing exemptions. in law, signaling a policy shift toward stricter regulation of all breeders selling animals for profit, not just those operating at a larger scale.
