What's happening
This bill prevents New York City from reducing the number of rental horse business licenses or increasing their fees from 2015 levels.
Why it matters
Protects the existing carriage horse industry. by preventing New York City from reducing the number of rental horse business licenses below the 2015 level, ensuring that current operators can remain in business and that the industry does not shrink due to city policy changes.
Shields businesses from unexpected costs. by blocking the city from increasing license fees or making the application process more burdensome, which could otherwise price some operators out of the industry or deter new entrants.
Limits local government flexibility. to respond to changing public opinion, safety concerns, or urban planning needs regarding horse-drawn carriage operations, potentially freezing regulations in a way that could have long-term impacts on city policy and animal welfare debates.
