What's happening
This bill phases out highway trust fund spending on DMV operations, snow removal and city maintenance.
Why it matters
Statewide funding shift. Restricts use of New York’s dedicated highway and bridge trust fund, including payments for municipal snow removal and city arterial maintenance agreements.
Declining caps. Snow and maintenance spending falls from $252 million in 2018–19 to $63 million in 2021–22; DMV spending falls from $156 million to $39 million over those years. Both uses are prohibited beginning in 2022–23.
No replacement funding. The bill supplies no alternative funding for these expenses. The fund would remain available for transportation projects, debt payments and other authorized costs, including safety inspections and engineering.

Who cares
Department of Transportation
The bill would eliminate this trust fund as a source for covered snow and ice control expenses.
Department of Motor Vehicles
The department would lose access to trust fund money for its operating costs after the phaseout.
Municipal governments
Trust fund support for covered snow removal payments and city arterial maintenance agreements would end.
Transportation construction firms
The restrictions would remove competing uses of a fund that also finances road and bridge projects.
