What's happening

This bill requires authorities to report contract details and any related legislative financial interests to the comptroller before contracts become effective.

Why it matters

  1. Increases oversight and transparency. by requiring that details of state and local authority contracts—including contractor names, amounts, and purposes—must be reported to the comptroller before any contract using public funds becomes effective.

  2. Targets potential conflicts of interest. by mandating disclosure of any financial interest that a sponsoring legislator—or their relatives—holds in the entities being awarded contracts, adding a new layer of accountability.

  3. Establishes clear definitions. for who qualifies as a “relative,” covering both household members and direct descendants (or their spouses), which broadens the scope of disclosures and reduces loopholes.

  4. Empowers the comptroller. with information needed to review potential ethical concerns or improper influence before public money is committed, potentially deterring corruption or favoritism in public contracting.
