Ensures donated funds go further. by eliminating or reimbursing toll costs, so more resources can be directed toward direct aid and services rather than transportation expenses.
Sets up accountability measures. requiring local Red Cross leadership to certify that toll reimbursements are only for true emergency responses, aiming to prevent misuse and maintain public trust.
Requires the state to create clear rules. for how toll waivers and reimbursements will work, which could influence how other emergency or nonprofit vehicles are treated in the future.
