What's happening

This bill requires an annual report on all resource sharing between the NY Power Authority, Department of Transportation, and Canal Corporation.

Why it matters

  1. Creates new transparency. By mandating an annual, detailed report on every instance of resource sharing, the bill gives lawmakers, oversight officials, and the public insight into how state agencies collaborate and allocate resources, potentially surfacing inefficiencies or areas for improvement.

  2. Enables fiscal accountability. The report could reveal the true costs, savings, or hidden expenses associated with sharing personnel, equipment, or services among the Power Authority, DOT, and Canal Corporation, allowing for more informed budgetary decisions.

  3. Promotes oversight and potential reform. With structured and regular reporting to top state officials, the bill lays groundwork for legislative or executive action if resource sharing is found to be mismanaged or not in the public interest.

  4. May influence future interagency partnerships. The requirement to publicly justify and document each instance of resource sharing could encourage agencies to be more deliberate and strategic in their collaborations, setting precedents for transparency in other areas of state government.
