What's happening

This bill allows the United States Sailing Association to offer commissioner-approved powerboating safety courses qualifying for boating certification in New York.

Why it matters

  1. Expands Access to Certified Training. By adding United States Sailing Association (US Sailing) powerboating courses (if commissioner-approved), the bill increases the number of training options available to New Yorkers seeking boating certification, making it easier for more people to access required safety education.

  2. Modernizes and Diversifies Boating Education. Including US Sailing—an organization with a national reputation for boating safety—brings new perspectives and potentially updated training methodologies into the state’s certification system, which could improve overall safety standards.

  3. Enhances Compliance and Flexibility. More course providers mean individuals who are convicted of boating violations or those required to obtain certification for personal watercraft have greater flexibility in meeting legal requirements, which could boost compliance rates and reduce barriers for boaters.

  4. Aligns with National Best Practices. Allowing US Sailing to provide courses (subject to state approval) aligns New York's regulations more closely with national organizations and standards, facilitating reciprocity or recognition of training across state lines and possibly making it easier for boaters to operate in multiple jurisdictions.
