What's happening
This bill increases pilotage fees and the minimum charge threshold for vessels transiting New York state waters of Long Island Sound or Block Island Sound.
Why it matters
Increases in pilotage fees may raise costs for shipping companies. , potentially affecting prices for goods transported through Long Island and Block Island Sound, and ultimately impacting consumers or regional businesses relying on maritime freight.
Raising the minimum charge threshold (from 250 to 500 pilotage units) means smaller vessels will face higher minimum fees. , which could discourage use of certain shipping routes or create financial challenges for operators of smaller cargo ships and ferries.
The phased schedule of fee increases through 2022 provides predictability for vessel operators. , allowing them to plan for rising expenses over several years, but also locks in annual cost escalations.
Higher pilotage fees could help fund pilot training, retention, and safety standards. , potentially improving navigational safety in these busy and environmentally sensitive waters, but may also impact the competitiveness of New York ports compared to neighboring states.
