What's happening
This bill expands the advisory panel on employee-owned enterprises from twelve to thirteen members and extends its reporting deadline and expiration date to 2019.
Why it matters
Broader Representation. By increasing the advisory panel to thirteen members, the bill allows for more diverse perspectives on employee-owned enterprises, potentially leading to more comprehensive recommendations that address a wider range of stakeholder concerns, especially for small, minority-, women-, and veteran-owned businesses.
Increased Influence of the Governor. The adjustment gives the governor an additional appointee (from three to four), which could shift the balance of viewpoints and priorities within the panel, potentially affecting the panel’s policy focus and recommendations.
More Time for In-Depth Analysis. Extending both the reporting deadline and the panel’s existence by a year provides more time to gather data, consult with stakeholders, and develop actionable proposals. This increases the likelihood that the panel’s final report will be substantive and consider recent trends or challenges in the employee-ownership sector.
Potential for More Impactful Policy. With extra time and expanded input, the panel may be better positioned to influence state policy on employee-owned enterprises, which could result in legislative or administrative initiatives that support business succession, worker empowerment, and local economic development.
