What's happening
This bill requires the Departments of Labor and Environmental Conservation to analyze chemicals used in car washes and develop worker safety guidelines.
Why it matters
Addresses health risks for car wash workers. by requiring a comprehensive analysis of chemicals and toxic substances they are exposed to, which could identify hazards previously overlooked.
Potentially leads to stronger workplace safety regulations. as the mandated guidelines would be based on up-to-date data about actual chemical use, not just industry standards or assumptions.
Could impact car wash business operations. by prompting changes in chemical handling, employee training, or even the selection of cleaning agents to comply with new safety rules.
Highlights environmental concerns. as the Department of Environmental Conservation’s involvement suggests the findings may also influence broader policies on chemical runoff and pollution control.

Title of bill
An act in relation to requiring the department of labor, in conjunction with the department of environmental conservation, to conduct an analysis on the types and amounts of chemicals used in car washes
Purpose
To order a study to determine the types and amounts of chemicals and toxic substances used in car washes and to develop rules and regulations for protecting workers from harmful substances.
Summary of provisions
Section 1 provides that the department of labor and the department of environmental conservation shall conduct an analysis on the types and amounts of chemicals used and develop rules and regulations pursuant to their findings.
Section 2 provides an immediate effective date.
Justification
Several studies conducted throughout the country have demonstrated that chemicals commonly used in carwashes can be unsafe for carwash workers. Toxic chemicals and dangerous substances like hydrofluoric acid may cause short and long-term consequences for carwash employees, ranging from skin irritation and burning to potentially fatal systemic issues.
Accordingly, this legislation will require the Department of Labor, in conjunction with the Department of Environmental Conservation, to conduct an analysis on the types and amounts of chemicals and toxic substances used in carwashes. This legislation further directs these departments to develop rules and regulations for the safe handling of these chemicals in order to protect workers from harmful substances.
