What's happening
This bill extends the period during which certain surcharges on off-track harness racing winnings in Erie County are distributed to the local track, from 2017 to 2022.
Why it matters
Continues direct financial support for Erie County’s harness track. By extending the surcharge distribution period, the bill ensures that a portion of off-track betting revenues continues to flow directly to the local harness track, potentially helping to stabilize its finances and support ongoing operations.
Supports local jobs and economic activity. The harness track in Erie County provides employment and draws business to the area. Sustaining its revenue stream may help preserve jobs and stimulate related economic activities (e.g., tourism, local vendors, hospitality).
Reflects local government priorities in racing policy. The extension signals that state lawmakers view the continued operation and competitiveness of the Erie County harness track as a priority, possibly in response to changing economic conditions or local advocacy.

Title of bill
An act to amend the racing, pari-mutuel wagering and breeding law, in relation to the distribution of surcharges on off-track winnings
Purpose or general idea of bill
To extend the current authorization for the distribution of surcharge revenues which will otherwise expire on August 31, 2017.
Summary of specific provisions
This bill would allow the allocation of specific surcharge revenues to the same racetrack to continue for another five year period.
Effect on current law
Changes the expiration date from August 31, 2017 to August 31, 2022, in keeping with the length of previous extensions.
Justification
This is more a matter of "housekeeping" than anything else. Every five years, the provision for the distribution of surcharge earnings from off-track winning bets has expired. This year, 2017, is the year during which the last five year extension expires necessitating another extension in order to continue to implement earlier agreements. Passage of the last extension was accomplished without a negative vote.
Prior legislative history
Chapter 365 of 2009 restored an inadvertent omission of the five year extension provision from a renumbering and re-ordering of several racing law provisions.
2012 - A9260/S6937 - Chap.437
Fiscal implications
To be determined.
Effective
This act shall take effect September 1, 2017.
