What's happening
This bill requires hotels, motels, and inns in New York to offer condoms for sale to registered guests.
Why it matters
Promotes public health and STI prevention. By ensuring condoms are readily available for purchase in hotels, motels, and inns, the bill aims to reduce barriers to safer sex, potentially lowering rates of sexually transmitted infections (STIs) among travelers and guests.
Normalizes sexual health resources. Mandating condom sales in lodging establishments helps destigmatize condom use and reinforces the idea that sexual health is a standard part of guest services.
Targets a high-need context. Hotels and similar venues are settings where guests may engage in unplanned sexual activity. Making condoms available on-site addresses a practical need, especially for those who may have forgotten or been unable to bring their own protection.

Title of bill
An act to amend the general business law, in relation to requiring hotels, motels and innkeepers to offer condoms for sale to registered guests
Purpose
To prevent the spread of sexually transmitted diseases by requiring hotels, motels and inns to make condoms available for sale.
Summary of provisions
Adds a new section 204-b to the General Business Law for sale of condoms. Provides that owners of hotels, motels or inns shall have condoms or similar prophylactics available for sale to registered guests in the registration office.
Justification
Over the past few years, this state has seen an enormous increase in the incidence of AIDS. Rendering laws to prevent AIDS should, therefore, be of primary concern. Medical studies have shown that proper use of condoms will minimize the risk of spreading the AIDS virus. This bill is an attempt to access such prophylactics in public accommodations.
