What's happening

This bill requires New York to have at least one public electric vehicle charging station per 150,000 residents, constructed with prevailing wages.

Why it matters

  1. Mandates concrete minimum access. By requiring at least one public EV charging station per 150,000 residents, the bill ensures a baseline of state-wide EV infrastructure, potentially reducing “charging deserts” and making electric vehicle adoption more feasible in less-populated regions.

  2. Prevailing wage requirement. Construction and development of these stations must pay workers at least the local prevailing wage, supporting fair labor standards and potentially creating better-quality jobs in the green energy sector.

  3. Annual public reporting. The authority must post annual reports detailing the number, locations, and costs of these stations, increasing transparency and allowing the public to track progress and spending.

  4. Removes trustee discretion. The amendment eliminates the prior “as deemed feasible and advisable” language, making the build-out of charging stations a firm obligation rather than a discretionary action, thereby increasing accountability and likely accelerating implementation.

Title of bill

An act to amend the public authorities law, in relation to requiring at least one electric charging station for every one hundred fifty thousand New York state residents

Purpose or general idea of bill

To establish a minimum number of publicly available electric vehicle charging stations per residents.

Summary of provisions

Section 1 amends subdivision 9-a of section 1005 of the public authori- ties law to mandate that the New York Power Authority be responsible for the installation and operation of electric vehicle charging stations per every 150,000 residents in the state.

Section 2 provides the effective date

Difference between original and amended version (if applicable)

This amendment adds a prevailing wage requirement.

Justification

Consumer surveys have shown that one of the biggest barriers to the adoption of electric vehicles is inadequate charging infrastructure. With overreliance on fossil fuels worsening our climate crisis, electric vehicles must increasingly play a role in our daily lives. The New York Power Authority has an existing statutory goal to install publicly available electric vehicle chargers. This legislation attaches a minimum number of stations for residents to ensure that the resulting infras- tructure truly increases the viability of electric vehicle ownership in New York.
