"RESOLVED, That a copy of this resolution, suitably engrossed, be transmitted to Jake Gallin."
ACTING PRESIDENT GRIFFO:Senator Stewart-Cousins.
SENATOR STEWART-COUSINS:Thank you, Mr. President.
I rise to introduce this young national honoree to this body and to commend him for what he has been doing for the last five years of his life.
This young man watched a television show, he watched "Oprah." And he was 8 years old at the time, and he watched our First Lady and Dr. Jill Biden speak with a local Gold Star mother, Teresa Arciola from Elmsford, speaking about her son's Michael's death and how much needed to be done to support the families, the Gold Star families and military families whose service members were protecting the 99 percent of us.
Jake, who's here with his parents, Tom and Ally, was watching television because he was home sick -- he doesn't usually watch TV. But he was so inspired by the story of Michael, a fallen hero, and by a local mother coming on to talk about these things, he decided he wanted to do something. He wrote to schools, he wrote to his church, and he said we ought to make sure we're supporting families.
This young child looked at magnets on cars and decided that he could do something like that. And so what he's developed are "Stars for Cars," gold stars for your car for a Gold Star family, supporting them, blue stars for military families. He has been doing that for the past five years and has managed to raise $20,000.
He also has developed a program with local schools, and that's where I first met him, at his middle school, Albert Leonard, where he has announced, on the holidays preceding Memorial Day, Veterans Day and Patriots Day, a simple statement that says "We take this time to remember our Blue and Gold Star military families and thank them for their sacrifice and generosity, and we want them to know that we are part of their community." He's decided that that was important enough so he's enlisted schools across the county to make this simple statement.
His activism got him to be one of 10 national volunteer honorees by The Prudential Foundation. He competed with 33,000 young people to become one of 10 who were named, because of the commitment that he's shown at such an early age for developing not only a wonderful idea, but supporting families of our servicemen and -women, those who have fallen and those who serve us today.
So I really wanted to take the time to commend Jake, because now, at the ripe old age of 13, he's a nationally recognized volunteer. And I knew that it would be an inspiration for all of us and a further impetus for him to carry on the great work.
You should also know that there was a monetary award with this honor, that because he won on a local division, he got $1,000. And once he became a national winner, he got another $5,000. And then there was yet another $5,000 that he could contribute to the organization of his choice.
Jake and his family have decided to donate all of the money. He will be giving $6,000 to the U.S.O. and $5,000 to the volunteer organization Volunteer New York, who actually nominated Jake. And with that money, both organizations are having matching funds again in order to support the military families.
So we commend you, Jake, for all that you've done. And again, you're an inspiration to all of New York. Thank you so much.
Thank you, Mr. President.
ACTING PRESIDENT GRIFFO:Thank you, Senator Stewart-Cousins.
Senator Latimer.
SENATOR LATIMER:Mr. President, Senator Stewart-Cousins has said it all.
But just so that Jake and his family know that all of us share that tremendous respect for what you've accomplished, you can talk to people who are in their adult life and haven't achieved as much as this young individual has at this stage of his life.
So we thank you for coming here to the New York State Senate to accept the applause of a grateful Senate and a grateful state.
ACTING PRESIDENT GRIFFO:Jake, we want to congratulate you. We also want to welcome you and your family here to the Senate today and to extend our best wishes for continued success.
If you'd please stand and be acknowledged.
(Standing ovation.)
ACTING PRESIDENT GRIFFO:The question is on the resolution. All in favor signify by saying aye.
(Response of "Aye.")
ACTING PRESIDENT GRIFFO:Opposed?
(No response.)
ACTING PRESIDENT GRIFFO:The resolution is adopted.
Senator DeFrancisco.
SENATOR DeFRANCISCO: Yes, Senator Stewart-Cousins indicated that she'd be happy to have everyone cosponsor. So those who do not want to, please notify the desk.
And she also asked me to tell Jake not to think about running against her yet, wait a few more years, okay --
(Laughter.)
SENATOR DeFRANCISCO: -- because you'd be a tough one.
ACTING PRESIDENT GRIFFO:The resolution is open for cosponsorship. Should you choose not to be a cosponsor, please notify the desk.
Senator DeFrancisco.
SENATOR DeFRANCISCO: Yes. What I'd like to do is request that you take up a previously adopted resolution, 1156, by Senator Murphy, read it in its entirety, and call on Senator Murphy.
ACTING PRESIDENT GRIFFO:The Secretary will read.

SENATOR CARLUCCI:Thank you, Mr. President.
And I want to thank the Senate for passing this resolution to proclaim June 3rd as Running Day in the State of New York.

(Laughter.)
SENATOR CARLUCCI:Okay, so tomorrow, 8 a.m. outside the LOB. It will be a good time. Hope everyone can join, of all ranges. Whether you're faster than Senator Perkins or as you're as slow as Senator Squadron, it doesn't matter, and you can come out and join us.

Senator DeFrancisco.

ACTING PRESIDENT GRIFFO:The bill is opened up to cosponsorship and co-running.
SENATOR DeFRANCISCO: Let's see. Can we please take up another previously adopted resolution, 1824, by Senator Kennedy, and read the title only, please.
ACTING PRESIDENT GRIFFO:The Secretary will read.
THE SECRETARY:Legislative Resolution Number 1824, by Senator Kennedy, honoring Adam Zyglis upon the occasion of his designation as recipient of the 2015 Pulitzer Prize for Editorial Cartooning.
ACTING PRESIDENT GRIFFO:Senator Kennedy.
SENATOR KENNEDY:Thank you, Mr. President.
I rise to acknowledge an outstanding member of the Buffalo and Western New York Community, Mr. Adam Zyglis. This past week, at a ceremony held at Columbia University, he received the 2015 Pulitzer Prize, journalism's top honor, for editorial cartooning. I'm extremely privileged to honor him here today.
Adam, the staff editorial cartoonist for the Buffalo News, is one of Buffalo's own. Raised in Alden, Adam graduated summa cum laude from Canisius College and was hired immediately after college, at the age of just 22, by the Buffalo News to replace Tom Toles -- who, I might add, is another Pulitzer Prize-winning editorial cartoonist.
Since then, Adam's work has transcended Western New York to reach audiences around the world, with cartoons appearing in various books, magazines and newspapers, including the Washington Post, USA Today, Newsweek, The New York Times and the Los Angeles Times. Adam became internationally syndicated in 2007.
But those of us at home in Buffalo who have viewed his editorial cartoons for over a decade understand exactly why his work was chosen to win a Pulitzer Prize. As the Pulitzer Prize board described, Adam "used strong images to connect with readers while conveying layers of meaning in a few words."
Regardless of the subject, whether it be politics, the economy or international affairs, Adam has a keen ability to move the reader with his carefully crafted illustrations. The old saying "a picture is worth a thousand words" really is true. Often more depth and meaning can be conveyed in one of Adam's cartoons than an entire front-page feature.
And as such, we are immensely grateful for Adam for sharing his gifts with us, congratulate him on his exceptional honor, and wish him continued success well into the future as he uses his extraordinary talents to tell stories and ultimately change the world, one cartoon at a time.
Congratulations to Adam Zyglis and his family.
Thank you, Mr. President.
ACTING PRESIDENT GRIFFO:Thank you, Senator Kennedy.
As noted, the resolution was previously adopted on May 5th of this year, 2015.
Senator DeFrancisco.
SENATOR DeFRANCISCO: Could you now take up Resolution 2537, by Senator Peralta, read the title only, and recognize Senator Peralta.
ACTING PRESIDENT GRIFFO:The Secretary will read.
THE SECRETARY:Legislative Resolution Number 2537, by Senator Peralta, commemorating the 206th Independence Day in Ecuador on August 10, 2015.
ACTING PRESIDENT GRIFFO:Senator Peralta.
SENATOR PERALTA:Thank you, Mr. President.
This August 10th marks the 206th Independence Day of Ecuador, a fight for freedom that began with the so-called Primer Grito de Independencia de Ecuador in 1809. It's a celebration to commemorate the struggle of people driven by their patriotic sentiments.
And like it happened here in the United States, in Ecuador it was also the bravery of a small band of patriots who declared independence, in this case from Spain, in La Batalla de Pichincha, the Battle of Pichincha. It was there on the slopes of Pichincha Volcano that the people of Quito claimed independence.
Years later, in 1824, Ecuador gained full independence from Spain. Their hunger for liberty and the need to liberate themselves from oppression empowered them to defeat the Spanish army as they were seeking freedom and liberty.
Today the independence of Ecuador is celebrated in many parts of Ecuador, especially in its capital, Quito. But festivities are not limited to Ecuador, as we also celebrate their heroic efforts here in our great nation and our great Empire State.
And in Queens, in my district, we also celebrate Ecuadorian Independence Day with a wonderful and colorful parade along Northern Boulevard. Thousands participate and enjoy Ecuadorian culture, folk music, and food.
And Ecuadorians in our nation have contributed in every aspect of life, from politics and the arts to economy and culture. Strong evidence of this is their presence in Queens, especially in my district, where they've built strong communities and brought stability to our neighborhoods.
Thousands of Ecuadorians and Ecuadorian-Americans make neighborhoods like Jackson Heights, in Queens, their home as they continue to strengthen our neighborhoods and economy through their invaluable contributions and customs. They contribute to make Queens the most diverse borough in the nation, especially in my district, which I call the United Nations of all Senate districts.
By the way of this resolution, we extend our best wishes to our Ecuadorian-American friends and communities across the state in advance of their important and joyous celebration of Independence Day.
Thank you very much, Mr. President.
ACTING PRESIDENT GRIFFO:Thank you, Senator Peralta.
The question is on the resolution. All in favor signify by saying aye.
(Response of "Aye.")
ACTING PRESIDENT GRIFFO:Opposed?
(No response.)
ACTING PRESIDENT GRIFFO:The resolution is adopted.
Senator DeFrancisco.
SENATOR DeFRANCISCO: Yes, could you please go to the noncontroversial reading of the calendar.
ACTING PRESIDENT GRIFFO:The Secretary will read.

ACTING PRESIDENT GRIFFO:Lay the bill aside.
THE SECRETARY:Calendar Number 734, by Senator Libous, Senate Print 3468A, an act to amend the Highway Law.
ACTING PRESIDENT GRIFFO:Read the last section.
THE SECRETARY:Section 3. This act shall take effect immediately.
ACTING PRESIDENT GRIFFO:Call the roll.
(The Secretary called the roll.)
ACTING PRESIDENT GRIFFO:Senator Gallivan to explain his vote.
Can I have some order in the house, please.
Senator Gallivan.
SENATOR GALLIVAN:Thank you, Mr. President.
I'm honored to rise today to speak on this bill. It's sponsored by Senator Tom Libous, who's not with us today. I did speak with him this morning, and he had prepared a statement that he asked that I read.
Senator Libous says: "I'm sorry I couldn't be with you today to honor a dedicated state trooper, a loving father, a farmer, and an all-around good person, Christopher Skinner.
"For those of you who may not know, just over a year ago Trooper Skinner was senselessly and tragically hit and killed on a routine traffic stop on Interstate 81. Trooper Skinner was a 13-year veteran of the New York State Police and served in three different troops: E, G and C.
"Trooper Skinner was stationed in the Sidney Barracks, where he worked with the Traffic Incident Management Unit, the unit that was created after a terrible bus accident killed three construction workers in a work zone in 2005. Trooper Skinner was the first responder to that accident, and it helped make him acutely aware of the dangers of reckless driving.
"Trooper Skinner took highway safety seriously because he took the value of human life seriously. His loss left a hole in the lives of so many -- his family, his friends, and all of his colleagues in Troop C."
Senator Libous goes on to say: "I ask for you to support this bill that will dedicate a bridge on I-81 in Trooper Skinner's honor. It will not replace the loss we've suffered, but it will help us remember Trooper Skinner's service and sacrifice for New York State."
We are joined today by Trooper Skinner's mother, Sharyn Skinner; Trooper Skinner's fiancee, Surrena Gould; the Troop C troop commander, my old classmate Major Donald Faughnan, and my old roommate, Colonel George Beach, who is the assistant deputy superintendent of the uniform force for the State Police, as well as a number of coworkers, friends and colleagues of Trooper Skinner's from Troop C.
One of his colleagues, Trooper Matt Maciak, who's here with us today, had said at the time of his funeral that Trooper Skinner was a hardworking, selfless, take-no-break kind of guy, but he would always pause in his work to help others.
And many other people said many well-deserved, wonderful things about an individual who dedicated his life to others, serving as a trooper, serving as a volunteer firefighter, serving as an overall good guy, an upstanding member of the community, one of course that family and friends are most surely proud of.
State Police Superintendent Joe D'Amico spoke at Trooper Skinner's funeral. And while of course he talked about service, honor, integrity, how precious and fragile our lives are, one thing I think stood out that Superintendent D'Amico said that day was that Chris will always be part of the State Police family. And as a former trooper with a brother in the State Police, a father having served, an uncle having served, a Gallivan having been in the State Police for over 50 years now, I can say that that is true.
And to mom and to his fiancee, I thank you for sharing him with the members of the troops that he served. To his colleagues, thank you for your service as well and for being part of that larger extended State Police family that I know will always be there for the Skinner family.
I vote aye, and I ask all my colleagues to do the same.
ACTING PRESIDENT GRIFFO:Announce the results.
THE SECRETARY:Ayes, 61.
ACTING PRESIDENT GRIFFO:We want to welcome Colonel and Major, the family of Troop C, the Skinner family who is here today. Mrs. Skinner, his fiancee Surrena, we appreciate you being here. We express our condolences to all of you.
And I would ask all the members of the legislative body to rise in a silent tribute and reflection of Trooper Christopher G. Skinner.
(Whereupon, the assemblage respected a moment of silence.)

ACTING PRESIDENT GRIFFO:Senator Squadron to explain his vote.
SENATOR SQUADRON:Thank you, Mr. President.
This is one of seven bills today sponsored by Senator Rules. It's the second of the seven. Out of respect for the chamber and other members' time, I will not speak on the other six bills sponsored by Senator Rules.
But I would point out Senator Rules' constituents have no idea how he or she feels on important issues of the day. Senator Rules' constituents have no ability to hold Senator Rules accountable for these bills or these votes. And in fact, when we're talking about these kinds of local extender bills, it is very hard to know who in this chamber is accountable for these bills at all.
Senator Rules was not elected. Senator Rules has no constituents. We have 63 members of this house, and we pass bills; one of them -- or one of us -- should take responsibility for it. We shouldn't be passing bills sponsored by a Senator that does not exist.
I'll be voting yes on these bills and the other six today, but I would point out seven bills is a whole lot on an active list. So Senator Rules, despite never having gotten a vote from anybody, seems to be doing pretty well in this house.
Thank you, Mr. President. I'll vote yes.

ACTING PRESIDENT GRIFFO:Senator Krueger to explain her vote.
SENATOR KRUEGER:Thank you, Mr. President.
While I understand the sponsor's desire to ensure that local communities can collect their property taxes -- my City of New York very much wants to collect its property taxes -- but this bill would actually order social service agencies not to be able to pay the rent of low-income people on public assistance if the owner of the building was behind on their tax payments.
Now, it says in the bill -- and I respect and appreciate the sponsor's attempt to address the issue -- it says that the tenant can use evidence of the landlord's failure to pay the property tax as an argument in court to avoid eviction for failure to pay their rent.
The dilemma is -- I think the statistics throughout the state are pretty consistent -- 98 percent of poor people on public benefits do not have attorneys to go to court with them on a housing situation. So they'll be in a situation where their landlord is evicting them for failure to pay because the Department of Social Services is ordered not to pay.
The landlord is absolutely the one guilty of failing to pay their property taxes, but the penalty will be paid by the poor family who, in their inability to understand how to prove that none of this is their fault, can be evicted in court very quickly from their home.
So I think there was a way for the sponsor to write this bill to make it extremely clear that a tenant could not be held responsible when the Department of Social Services was ordered not to pay their rent. This bill, I believe, leaves the burden of proving things on poor tenants who may not even be in a position to be able to get the information, and certainly not timely and in a court situation with lawyers involved.
So I vote no. Thank you very much.
ACTING PRESIDENT GRIFFO:Senator Krueger to be recorded in the negative.
Senator DeFrancisco to explain his vote.
SENATOR DeFRANCISCO: Yes. Basically what this bill does is that if a landlord has a piece of property and they're getting paid by the Department of Social Services, they can no longer, if this bill is enforced, or this law would be enforced if it became law, just pocket the cash from the Department of Social Services and the taxpayers of the State of New York and not pay taxes.
So they have a piece of property that they're getting a windfall on, not paying the taxes, and no doubt the property is probably deteriorating as well. That is bad public policy, in my mind.
The landlord is going to have the same problem if they evict this person and Social Services put another person in the house; he's still going to have to pay taxes. So I just think it's pretty commonsense.
And if there's relief needed by the tenant, Social Services will provide that relief, as they do all people that are in need of housing.
Thank you.
ACTING PRESIDENT GRIFFO:Senator DeFrancisco to be recorded in the affirmative.

ACTING PRESIDENT GRIFFO:Senator Peralta.
SENATOR PERALTA:Thank you, Mr. President.
The Lexington School for the Deaf/Center for the Deaf is an institution that has been serving the deaf and hard of hearing communities of New York and the metropolitan area for 150 years. What began with a class of six children soon became a well-known school operating from Lexington Avenue. Because of its continuing growth, the school moved to Queens in 1968, inaugurating its new location at 75th Street and 30th Avenue in Jackson Heights, which happens to be my district.
I personally want to welcome the Lexington School group to Albany. And among the group we have here with us today, two students from the school also happen to be my constituents. I want to welcome to the capital Joseph Pon and Adrian Rivera.
And I want to welcome all of the students that are here today representing a school that has been serving the deaf and hard of hearing for many years, helping them realize their full potential in both the deaf and hard of hearing worlds.
The school also emphasizes ensuring mastery of expressive and repetitive communication skills by individuals at every point along the spectrum of deaf to hard of hearing; designing and using evolving information technologies to the best advantage; and being a leading advocate for the deaf and hard of hearing communities.
The needs of Lexington students reflect the challenges posed by society, with many living in poverty and facing obstacles to access healthcare and decent jobs. And many are recent immigrants for whom the complex adjustment to life in the United States is made more difficult because of deafness.
Since its founding in 1865, Lexington has evolved to offer vital services in a wide range of areas. And in the 1980s, the school became known as the Lexington School for the Deaf/Center for the Deaf.
The school provides education and services to more than 2,500 students annually.
For all the amazing work over the course of all these years at the Lexington School for the Deaf/Center for the Deaf, I want to welcome them and sincerely thank them for the extraordinary job that they've done.
And I know that tonight there's going to be a basketball game. For all those who are interested, you can go watch the game. And I would wish you luck, but I know that you don't need it because you're going to beat these old guys.
(Laughter.)
SENATOR PERALTA:Congratulations, and welcome to Albany.
ACTING PRESIDENT GRIFFO:Senator Gianaris.
SENATOR GIANARIS:Thank you, Mr. President.
I want to add my welcoming remarks as well. The Lexington School is in Senator Peralta's district, but borders mine, and I think one of the students here today, Mr. Tanvir Chowdhury, is from my district.
One of the great traditions, as Senator Peralta mentioned, is that we do have fun playing in a basketball game with them when they come up on this trip. And so I appreciate Senator Peralta's confidence in our abilities for those of us going to be playing tonight, but on a more optimistic note, for those of us in the Assembly and Senate, I want to apologize in advance for the loss you're going to take on the court tonight.
(Laughter.)
SENATOR GIANARIS:And I hope you enjoy your trip, and we'll see you back in Queens.
ACTING PRESIDENT GRIFFO:The question is on the resolution. All in favor signify by saying aye.
(Response of "Aye.")
ACTING PRESIDENT GRIFFO:Opposed?
(No response.)
ACTING PRESIDENT GRIFFO:The resolution is adopted.
We welcome the faculty and the students of the Lexington School for the Deaf. We wish you well tonight. I know you can beat these guys, so congratulations.
Please rise and be welcomed here at the Senate chamber. Let's all give them a big round of applause.
(Standing ovation.)
ACTING PRESIDENT GRIFFO:Senator DeFrancisco, that completes the motions and resolutions before the desk.
SENATOR DeFRANCISCO: Is there any further business at the desk?
ACTING PRESIDENT GRIFFO:There is no further business before the desk.
SENATOR DeFRANCISCO: That being the case, I move to adjourn until Wednesday, June 3rd, at 11:00 a.m.
ACTING PRESIDENT GRIFFO:On motion, the Senate will stand adjourned until Wednesday, June 3rd, at 11:00 a.m.
The Senate stands adjourned.
(Whereupon, at 4:04 p.m., the Senate adjourned.)
