He does a good 2 job not only in the Buffalo Police Department, 3 but also he's involved in a number of 4 community service activities. 5 Too often we do not give a lot of 6 our police officers, particularly in Buffalo, 7 the credit that they deserve. But Officer 8 Vega is one of those unsung heroes. This is 9 not the only act of heroism that he has been 10 involved with in his more than 15 years in the 11 Buffalo Police Department. 12 So I stand today in saluting 13 Officer Vega for a job well done, and I just 14 want all the folks back home to recognize this 15 is a very distinguished member of the Buffalo 16 Police Department. 17 Thank you. 18 ACTING PRESIDENT BRESLIN: Thank 19 you very much, Senator Thompson. 20 Are there any other Senators 21 wishing to be heard on the resolution? And he had a dream when 16 he left Kensington High School, and that was 17 to go into the armed services, and he 18 fulfilled that dream. Unfortunately, in 19 serving our country in Operation Iraqi Freedom 20 and also Afghanistan as well, this young man 21 died at 18 years of age. 22 He was a young man who, when he 23 served in our office, always had a beautiful 24 smile on his face. He would never question
Candyco Transcription Service, Inc.
(518) 371-8910 1 why he had to answer the phones, stuff the 2 envelopes, do all those things that our young 3 people are asked to do, whether they're in 4 high school or they're in college or they're 5 in graduate school, they work at the municipal 6 level or the state or federal level as an 7 intern. 8 And when David died, I was so 9 devastated, the same way many of us have been 10 devastated by so many other individuals who 11 have died in this pursuit of freedom against 12 terrorism and destruction that took place in 13 the United States of America on 14 September 11th. 15 So when David decided to go to 16 service, and unfortunately when he passed away 17 in combat, his mother said: "Councilmember 18 Thompson, what can we do to keep his legacy 19 alive?" And I said that we will start a 20 scholarship in his name. 21 And I can tell you, eight years ago 22 or so we started this scholarship in David's 23 name, and this year we were able to recognize 24 10 very deserving high school students. The

(518) 371-8910 1 purpose of the scholarship is the David Evans 2 Scholarship on courage. Each of the 3 individuals are required to do a personal 4 essay, an essay that talks about their various 5 life experiences. 6 And I can tell you, this year when 7 I was reading those essays it required at 8 least two days, because some of the 9 testimonials of some of these young inner-city 10 students from Niagara Falls and Buffalo, even 11 kids from Grand Island and Tonawanda have some 12 very important stories to tell. 13 And so I say on behalf of this body 14 that it is with great privilege and honor that 15 I recognize not only the recipients of the 16 David Evans Scholarship, but again we salute 17 him for his act of courage. Because we know 18 that the ultimate sacrifice in the United 19 States of America is the sacrifice when one is 20 willing to put their life on the line so that 21 we can enjoy the freedoms that we enjoy in the 22 United States of America. 23 God bless those recipients, and 24 also God bless the family of David Evans, Jr.

(518) 371-8910 1 bill that, if it passes this house, it will 2 increase taxes to the people of the City of 3 New York. 4 The City of New York has been 5 burdened with taxes. Every time that we need 6 money, we put taxes on the City of New York. 7 And these are the black, Hispanic and poor 8 people, senior citizens who are being burdened 9 with these taxes. 10 Yesterday, yesterday the MTA of the 11 City of New York increased its fare, the fare 12 for subways and buses. So that's another tax. 13 So today I cannot, I cannot support 14 this bill to impose more taxes to the City of 15 New York. 16 And I hope, I hope that today, 17 after we pass all these bills that we're 18 passing, our beloved Governor is happy. And 19 we already do all this and everybody is happy, 20 we got 32 votes, and the Governor is happy. 21 The Governor achieved today a big milestone by 22 getting 32 votes and we're doing all this 23 business. So praise the Lord, today we did 24 it.

(518) 371-8910 1 Thank you. 2 ACTING PRESIDENT STEWART-COUSINS: 3 Thank you, Senator. 4 SENATOR DIAZ: I'm voting no. 5 ACTING PRESIDENT STEWART-COUSINS: 6 Senator Monserrate. 7 SENATOR MONSERRATE: Thank you, 8 Madam Chair. 9 And thank you for the opportunity 10 to also echo the sentiment of my colleague 11 Senator Ruben Diaz with respect to the sales 12 tax increase that has been proposed. I 13 understand that the Council of the City of 14 New York, a body of which I used to be a 15 member of, voted in favor, though I believe 16 about 10 members voted against. 17 I believe that the City of New York 18 and the administration in particular should 19 engage in a much better and more progressive 20 tax scheme. They continually promote 21 regressive taxation that hurts working-class 22 families and communities of color to our city. 23 I will join my colleague in voting 24 no to 703. Thank you very much.
